Quebec tables Bill 15 to overhaul health system, make it more effective

Quebec/CMEDIA: Quebec’s Health Minister Christian Dubé introduced Wednesday the Bill 15, as An Act to make the health and social services system more effective and recognizes the right of every person to receive sufficient, continuous, personalized and safe health and social services.

By establishing the Santé Québec agency for coordinating the network’s operations, Bill 15 also provides for the appointment of a service quality and complaints commissioner.

With aims to improve the organization of pre-hospital emergency services, the Bill also proposes that the Corporation d’urgences-santé fall under the responsibility of Santé Québec rather than the Health Ministry.

Québec solidaire health critic Vincent Marissal said that many concerns were raised even before the bill was tabled adding that network is already “very shaken and that Dubé is adding a “layer of uncertainty.”

Dubé has previously said that he expects to experience more difficult times after its introduction, and added that the bill will shake the system to its foundations

After his arrival at the Quebec legislature on Wednesday, Dubé stated that Quebecers want a more humane and efficient health network.

“There will be no war,” he said. “We will work together and we will succeed.”
