The United Nations Industrial Development Organization (UNIDO) has launched its Gender Responsive Leadership (GRL) Programme, a dedicated initiative designed to strengthen leadership capacity to advance Gender Equality and the Empowerment of Women (GEEW) across the Organization’s operations, culture, and partnerships.

The programme directly contributes to system-wide accountability frameworks, including the UN Secretary-General’s Gender Acceleration Plan and the requirements under the United Nations System-wide Action Plan on Gender Equality and the Empowerment of Women (UN-SWAP 3.0). By investing in transformative leadership, UNIDO is reinforcing its institutional commitments and ensuring that gender equality remains a strategic leadership priority.

Tailored to senior leaders and managers, the GRL Programme equips participants with the practical tools and skills, reflective space and peer network necessary to embed gender equality into decision-making, team management and programme delivery. The initiative supports the implementation of UNIDO’s commitments on GEEW and reinforces the Organization’s ambition to lead by example in promoting inclusive and equitable industrial development.

A programme designed for impact

The GRL Programme is structured to accommodate the demanding schedules of UNIDO senior leaders while ensuring sustained engagement and meaningful transformation. Delivered through interactive modules over several months, the programme combines:

  • Practical frameworks for gender-responsive leadership
  • Facilitated peer-to-peer dialogue
  • Gender-responsive leadership skills practice
  • Real-life case discussions and role-plays
  • Self-reflection exercises
  • Action-oriented assignments integrated into participants’ daily work

Rather than offering a checklist of “do’s and don’ts,” the GRL Programme focuses on fostering deeper understanding and long-term behavioural change. Participants are encouraged to critically examine their own assumptions, leadership styles and decision-making patterns, and to translate learning into measurable action within their teams and projects. By focusing on leadership levels where strategic and operational decisions are made, the GRL Programme ensures that gender equality is not treated as a standalone issue, but as a cross-cutting leadership responsibility embedded in everyday management practice.

First cohort: Building momentum

The first cohort of the UNIDO GRL Programme launched in December 2025, is running until May 2026, bringing together a diverse group of senior leaders and managers from across departments and functions. Over the course of the programme, participants are engaging in structured dialogue, interactive exercises and applied learning assignments.

A key outcome of the first cohort will be the development of personal gender-responsive leadership action plans, aligned with UNIDO’s GEEW commitments and tailored to each participant’s operational context.

Second cohort: Scaling up impact

Building on the strong engagement and positive feedback from the first cohort, UNIDO will launch the second cohort of the GRL Programme in June 2026, running through December 2026. The next round will continue to expand participation across departments and duty stations, further strengthening a critical mass of leaders committed to advancing gender equality through their daily leadership practices. The second cohort will build on lessons learned from the initial phase, ensuring even greater contextualization to UNIDO’s operational realities and strategic priorities.

From commitment to culture change

Gender equality is not achieved through policy alone. It requires leadership that is intentional, accountable and consistent. By equipping senior leaders with both the mindset and the tools for gender-responsive leadership, UNIDO is investing in sustainable organizational change. The GRL Programme is not only strengthening individual leadership capacities – it is contributing to a broader cultural shift towards more inclusive, equitable and effective industrial development.

As the programme continues to grow, it stands as a concrete example of UNIDO’s commitment to ensuring that gender equality is embedded at the heart of its leadership and its mission.
